오늘날 세계 각국 정부와 도시들은 올림픽, 월드컵 등의 대형 스포츠 경기유치를 위해 치열한 경쟁을 벌이고 있으며, 이러한 세계적인 메가 스포츠행사의 유치와 성공적 개최는 분명 국가적 차원에서 볼 때 중대한 성과임에는 틀림없다. 하지만 많은 선례에서 알 수 있듯이 행사진행을 위해 막대한 예산을 투자하여 건설한 대형 경기장 시설물이 지속가능한 지역발전을 위한 모멘텀으로 활용될 수 있도록 효율적인 사후활용 계획을 미리 수립하는 것 또한 중요하다. 실제 세계적인 스포츠 행사를 개최한 많은 도시들이 사회간접자본 및 지역 인프라 확충과 경기장 시설 건설에 따른 지역 경제 활성화를 기대하였으나 경기 이후 ‘골짜기 효과(Valley Effect)’에 따른 투자 감소와 시설물의 사후 활용실패로 인해 경제침체와 장기 불황의 어려움을 겪고 있는 실정이다. 따라서 대형 경기장과 같은 공공체육시설의 효율적 사후활용을 위해서는 먼저 설계 단계에서부터 사후활용계획을 수립하여 대회 이후 용도전환이 가능한 구조설계 방식을 도입할 필요가 있으며 공공체육시설내 수익시설 설치·운영를 제한하고 있는 현행법령들의 관련 규정을 개정함으로써 활용성과 수익성을 제고할 수 있는 수익시설 설치와 운영을 적극적으로 허용할 필요가 있다. 우리나라 또한 지금까지 많은 국제 스포츠 경기를 유치하면서 막대한 예산을 투입한 시설물들이 경기 이후에는 적극적으로 활용되지 못하고 있는데, 그 주요한 원인의 하나는 관련 시설을 체계적으로 관리하고 운영할 수 있는 전문 인력과 운영주체가 없었기 때문이다. 메가스포츠 이후에도 경기장 시설의 사후활용성을 제고하기 위해 일정수준의 수익사업을 창출해서 영위할 수 있도록 운영주체를 비즈니스조직으로 전환할 필요가 있으며, 그 방안으로 현행 법제하에서 허용되는 제3섹터형 기업방식에 의한 경기장 운영을 이 논문에서는 제안하고 있다. 더불어 경기장 운영수입의 많은 부분이 공공체육시설의 임대료에 의존함으로 인해 지속적인 경영수지 적자현상이 발생하는 문제점을 개선하기 위해서는 공익성을 감안한 수익사업모델을 개발해야 하며, 실질모델로는 제3섹텨형 기업에 의한 의료관광사업이나 실버타운유치 및 운영사업 등이 유용한 대안이 될 수 있다고 본다.
As widely known, the attraction of the Olympic game and the World Cup and successful hosting of the games must be important achievements for every government. However, more attention should be focused on the way how to utilize the sports stadiums, which astronomical fund had been invested in order to construct, after mega-sports event. Until now, we can easily find many precedents that lead the hosting country to long-term economic depression due to failure of post utilization of such stadiums, which was left as big concrete monstrosity in the city. Considering positive effects of hosting mega-sports event on national economy, we need to establish post-utilization plan before the events. From this perspectives, in this paper, I suggest three alternatives for maximization post-utilization of sports stadiums. In order to raise operating and maintenance fund, the profitability model should be established after the events. One suggestion for increasing the profit is the development of the medical tour from other countries. Other alternatives are the creation of profit through remodeling the sports facilities for Silver town, and changing the operating system of the sports facilities to a business model. The 2014 Asian Games sparked at Incheon, and will no doubt continue to stir, nationwide debate about proper resource allocation and local government, Incheon’s spending for the event. Without remove current legal restrictions which limit profitable use of the sports facilities, public sports stadiums cannot maintain its fundamental functions, such as improvement of physical service for local residents.
