The purpose of this study is to examine preparing the financial independence plan necessary for the Korea Sport and Olympic Committee to play a role as the central axis of sports in Korea. To this end, the financial management status of Korea Sport and Olympic Committee and the financial management status of major sports organization in developed countries were examined. In this study, we examined financial self-reliance measures that have been discussed and reviewed. In this paper, we propose a new strategy for financial independence of sports organizations, which is divided into two categories : development and implementation of new revenue projects using sports marketing, distribution of funds and reorganization of support structures and securing stable financial resources through special projects. Since the recent consolidation of the organization, the Korea Sport and Olympic Committee has proposed a plan for promoting special projects to secure the foundation for self-reliance and the distribution of the right to vote for the promotion of physical education promotion through the KSOC Agenda 2020 . In particular, special projects such as construction of KSOC hotel, establishment of KSOC sports hall, establishment of sports education center, establishment of sports marketing subsidiary, operation of sports specialty hospital and sports broadcasting station require enormous financial resources to carry out these projects. From this point of view, it can be said that there is a close correlation between the distribute fixed rate of profits of sports promotion voting rights(sports toto) and the promotion of the special business. In order to promote the special business by utilizing the surplus amount supplemented through the fixed rate distribution of the promotion voting rights(sports toto), there are many problems to be overcome. Therefore, it is considered that there is a need to introduce impact investment as a method for financing the special business that the Korea Sport and Olympic Committee intends to promote.
