With the recent shared economy in the spotlight, public domain that are not protected by copyrights are getting a lot of attention. public domain are meaningful in terms of achieving the purpose of the Copyright Act, means of expanding freedom of expression, contributing to the revitalization of the content industry, ensuring the author s voluntary conduct. Currently, the government is trying to enlarge the number of public domain in korea. However, many related laws, including the Copyright Act, are acting as barriers to the circulation of public domain. And many problems and limitations related to public domain are preventing them from being activated. Thus, we propose as a measure for the revitalization of public domain, a measure for the securing and managing of public domain, a revision of the law for the revitalization, and the enactment of a single law for the revitalization of public domain were put forward in this paper.
