The International Athletic Games Support Act stipulates the legal basis for general support for successful hosting of international athletic games held in Korea, and under Article 17 of the Act, the additional issuance of sports betting tickets separately from the general issuance of sports betting tickets is to meet expenses to be incurred in preparing for and operating the games. Since the additional issuance of sports betting tickets in 2011, financial support has been provided to a number of international athletic games and has played a meaningful role in hosting the games. Despite the positive aspects of financial support for international athletic games, transparency and fairness issues for the additional issuance system has been raised by the National Assembly and there is a need to improve it. To this end, various problems were presented through the analysis of the current additional issuance system, and similar cases abroad were analyzed and suggestions were drawn. The improvement plans were the inclusion of the National Sports Promotion Fund, account for the international athletic games support in National Sports Promotion Fund, the formation of a separate account, the establishment of a deliberation process, an international athlete sports promotion center, and payment to local governments. The improvement plans were reviewed again in the short and mid-term terms by the SMEs. The short-term improvement direction is to enhance transparency and fairness of issuing additional sports betting tickets by having a deliberation process while maintaining the current additional issuance system. The mid- and long-term improvement direction is to strengthen work capacity related to international athletic games by assuming the overall management of the proceeds from the additional issuance and the consultation for hosting, operation, and post-management of international athletic games by establishing an international athletic games promotion center.
