이 연구의 목적은 스포츠 경제정책의 방향성을 논의하는데 있다. 대한민국의 경제구조는 서비스 산업화 되고 있으며, 4차 산업혁명의 도래에 따라 경제정책의 기조에 대한 변화가 나타나고 있다. 또한, 사회적으로 스포츠의 기본가치에 대한 혁신적 변화가 요구되고 있다. 이러한 환경변화에 따라 국내 스포츠 경제정책의 발전방향을 거시적 차원에서 논의하고자 하였다. 내용적 범위로는 스포츠에 대한 산업화요구, 스포츠 혁신요구, 스포츠경제정책 방향논의로 구성하였다. 이제는 스포츠경제도 양적 팽창, 규모의 확대 논의에서 균형 잡힌 경제 민주화에 대한 논의가 필요한 시기이다. 본 연구의 목적을 달성하기 위하여, 제Ⅰ장에서는 스포츠 산업화 요구 및 요구가치를 분석하였다. 그리고 제Ⅱ장에서는 스포츠의 혁신가치에 대한 담론분석을 실시하였다. 끝으로 제 Ⅲ. 장에서는 스포츠 경제정책의 가치 설정방향을 논의하고, 법적 개선방안을 탐색하였다. 분석적 논의를 통해 도출한 내용은 다음과 같다. 첫째, 스포츠산업화는 경제적 측면에서 국가경제 전체에 긍정적인 영향을 미치며, 사회 전체의 가치관의 변화를 유도한다. 둘째, 대한민국의 스포츠는 사회 자본으로써의 특성이 있으므로, 향후 보다 민주적인 가치를 실현하는 수단으로써 스포츠를 이해하여야 한다. 즉, 스포츠를 통한 국민의 참여와 민주적 가치를 실현하고자 하는 시대적 요구가 있다. 셋째, 국민체육 진흥법과 경제적 요구에 따라 스포츠산업은 국가의 주요 경제정책의 대상으로 인정받고 있으며, 다수의 관련 정책이 실시되고 있다. 그러나 스포츠산업 정책은 아직 국가의 지원과 일부 대기업자본에 의존되는 성격을 보이고 있다. 이제는 스포츠경제 정책의 발전을 유도할 때도, 양적 팽창과 함께 경제 민주화를 추구해야 할 것이다.
The purpose of this study is to discuss the direction of sport-economic politics. The economic level of the Republic of Korea is becoming a service industry, and there is a demand for change in policy direction and keynote following the rapid change of the 4th Industrial Revolution. There is also a demand for basic values and policy change in sports. In this regard, the level and direction of domestic sport economic policies and detailed development directions were discussed at the macro level. The scope of the content was focused on the demand for sports industrialization, the demand for sports innovation, and the direction of sports economy policy. It is time for the sports economy to discuss balanced economic democratization with quantitative expansion and expansion of pies. In order to achieve the purpose of this study, In Chapter I, the needs and values of sports industrialization were compared with China. In Chapter II, a media discourse analysis was conducted on the innovative value of sports. Finally, Ⅲ. The chapter conducted a search for the value direction of sports economic policy and suggested a direction for legal improvement. The contents of this analysis are as follows. First, sports industrialization has a positive effect on the national economy as a whole in terms of economy, and it can also lead to changes in social values. Second, since sports in Korea have characteristics as social capital, it is necessary to understand sports as a means of realizing more democratic values in the future. In other words, there is a demand for the times to realize people s participation and democratic values through sports. Third, according to the National Sports Promotion Act and economic needs, the sports industry is recognized as the main economic policy of the country, and a number of policies are being implemented. However, the sports industry policy is still dependent on state support and some foreign capital. Now, when inducing the development of sports economic policy, it is necessary to pursue economic democratization with quantitative expansion.
