The purpose of this research is to compare and analyze the operating structure of overseas professional football leagues for develop the operating system of domestic professional football leagues, and to propose an effective operation plan to identify problems in the operating structure of professional leagues (first, second), semi professional leagues( third, fourth). The results for the development of the domestic professional league operating system were derived through comparative analysis of the characteristics of each four major overseas football leagues (Japan, Germany, England, Brazil, etc.). Through the analysis, a plan that can be introduced for the development of the domestic professional football league operating system was proposed. Firstly, In the domestic professional football league, first∼fourth divisions may be needed. Secondly, Currently, the club reserve team belonging to the professional football league (first division and second division) can plan to revitalize the league by participating in the lower league. Thirdly, it may be necessary to change the league promotion system. Lastly, it is necessary to change the way the league proceeds.
