본 연구의 목적은 국내 프로축구리그의 운영제도 발전을 위한 해외 프로축구리그 운영구조를 비교분석하는 연구로서 프로리그(1부리그, 2부리그)와 세미프로리그(3부리그, 4부리그)의 운영구조의 문제점을 파악하여 프로리그의 효과적인 리그 운영방안을 제시하는 데 있다. 해외 주요 4개국(일본, 독일, 잉글랜드, 그리고 브라질 등) 프로리그 운영구조의 각각의 리그별 특성을 비교분석 후 논의를 통해 국내 프로리그 운영제도 발전을 위한 결과를 도출하였다. 이와 같은 분석을 통해 국내 프로축구리그 운영제도 발전을 위한 방안을 제시하였다. 첫째, 국내 프로축구리그는 1부리그∼4부리그의 단계별 클럽 라이센스 규정이 필요할 수 있다. 둘째, 현재 프로축구리그(1부리그, 2부리그)에 소속된 클럽팀의 2군팀(리저브팀)의 하위리그 참가를 통해 리그의 활성화를 계획할 수 있다. 셋째, 리그 승강제 방식의 변경이 필요할 수 있다. 넷째, 리그 진행 방식의 변화가 필요할 수 있다.
The purpose of this research is to compare and analyze the operating structure of overseas professional football leagues for develop the operating system of domestic professional football leagues, and to propose an effective operation plan to identify problems in the operating structure of professional leagues (first, second), semi professional leagues( third, fourth). The results for the development of the domestic professional league operating system were derived through comparative analysis of the characteristics of each four major overseas football leagues (Japan, Germany, England, Brazil, etc.). Through the analysis, a plan that can be introduced for the development of the domestic professional football league operating system was proposed. Firstly, In the domestic professional football league, first∼fourth divisions may be needed. Secondly, Currently, the club reserve team belonging to the professional football league (first division and second division) can plan to revitalize the league by participating in the lower league. Thirdly, it may be necessary to change the league promotion system. Lastly, it is necessary to change the way the league proceeds.
