As the legal basis for safety management of 'Artificial Climbing Wall' has been newly established, facility operators must comply with facility standards, sports instructor placement standards, and safety and hygiene standards prescribed by Ordinance of the Ministry of Culture, Sports and Tourism. However, in a situation where there is concern about business deterioration due to the cost burden of small businesses due to the establishment of new regulations, it is necessary to check whether the establishment of regulations is actually effective in preventing safety accidents at artificial climbing wall sites through the analysis of the sub-laws for the artificial climbing wall industry. Therefore, this study analyzed the current situation of the artificial climbing wall, looked at the sub-laws of the 「Act on the Installation and Use of Sports Facilities」, and suggested a method to improve the legal system for the prevention of safety accidents at the artificial climbing wall. To prevent safety accidents at the artificial climbing wall, first, since the current obligation to install the mattress is limited to the artificial climbing wall for bouldering, the duty to install the mattress should be expanded to the all types of artificial rock wall to increase the benefits of securing safety. Second, the standards for placement of safety management personnel should be strengthened, and for this purpose, it is necessary to the Enforcement Rules of the Act on the Installation and Use of Sports Facilities. There are two amendments. Proposal 1 is to eliminate the blind spot for safety accidents by classifying one or more and two or more people according to the size of the facility. In the second plan, safety management personnel must be separately assigned to secure professional safety management personnel. Third, it is necessary to prepare guidelines for safety inspection of artificial climbing wall and include them as a safety inspection item for sports facilities according to Article 4-3 of the 「Act on the Installation and Use of Sports Facilities」. The safety inspection guidelines for the artificial climbing wall industry are divided into facility fields, equipment fields, and administrative fields, and the facility field specifies safety inspection standards related to the climbing wall structure and connection status, hold status, age of securing hangers, and installation status. Whether or not the product certified by an authorized agency is used, the degree of deformation and aging, the presence of defects, and the administrative field shall be added as inspection items during the regular safety inspection by specifying whether rental equipment is provided for each user's body size.
