「체육시설법 시행령」개정에 따라 안전관리 취약 체육시설의 안전관리 업무가 국민체육진흥공단에 위탁하는 규정이 신설되었으나 관련법령이나 체육시설 안전점검 지침에 안전관리 취약 체육시설에 대한 개념과 기준 및 지정 절차 등이 규정되지 않아 이에 대한 법개정이 필요하다. 체육시설 안전점검 지침에 안전관리 취약 체육시설을 체육시설법의 공공 및 체육시설업 중 사고 발생 위험이 높거나 사고 예방을 위하여 계속적 관리가 필요하다고 인정되는 체육시설로 규정하고 지정기준은 준공 후 15년이 경과하고 연면적 500제곱미터 이상인 시설로 한정한다. 안전관리 취약 시설의 관리는 지방자치단체가 제출한 시설을 대상으로 지정기준 부합여부, 지자체 요청 사유 등을 종합적으로 고려하여 안전관리 취약 체육시설을 지정하며 국민체육진흥공단이 2년 동안 안전점검 업무를 수행하고 안전등급, 위험성 해소 여부 등을 고려하여 해제 여부를 결정하고 보수보강 조치 미이행 등 계속적 관리가 필요한 시설은 재지정 할 수 있도록 한다. 아울러, 국민체육진흥공단의 조직 및 인력과 예산을 확대하고 공공체육시설 개보수 예산 중 노후시설 지원 사업을 연계하여 지원을 강화해야 한다. 제도 시행의 홍보와 담당자 업무 전문성 강화를 위해 법령 및 규정, 적용 대상 시설물, 지정 및 고시 업무 절차, 안전점검 계획의 수립 및 시행, 점검 결과에 따른 조치사항, 지정 해제 관련 SFMS 활용 등의 내용에 중심으로 매뉴얼을 마련하여 이해관계자에게 배포할 필요가 있다.

For the management of facilities with poor safety management, the sports facilities with poor safety management are designated by comprehensively considering whether the facilities submitted by local governments meet the designation standards and the reasons for the request by the local government. and decide whether to release it in consideration of safety level and risk resolution, etc. In addition, the organization, manpower and budget of the National Sports Promotion Agency should be expanded, and support should be strengthened by linking the old facility support project in the public sports facility renovation budget. In order to promote the system implementation and strengthen the professionalism of the person in charge, the focus is on the contents of laws and regulations, applicable facilities, designation and notification work procedures, establishment and implementation of safety inspection plans, measures to be taken according to the inspection results, and the use of SFMS related to de designation.
