태권도의 국제적 위상을 견고히 하고, 대한민국의 국기 태권도가 더욱 체계적인 국제교류와 전문가양성 및 태권도원의 내실을 강화하기 위한 목적에서 국제태권도사관학교의 설립이 논의되고 있다. 문제는 고등교육기관의 설립이라는 중차대한 사안에 있어 결코 설립목적의 정당성만으로 나머지의 세부사항의 검토 없이 개별 설치 입법만으로 강행할 수 있는 사안이 아니라는 점이다. 특히 국내 학령인구는 이미 대학의 입학 총원을 하회하고 있어 대학별 입학 정원을 채우지 못하는 경우가 해를 거듭하면서 늘어나고 있고, 재정적인 어려움을 해소하기 위해 무리하게 유학생을 유치하는 등 학생 모집영업을 해야 하는 일도 다반사가 되어 버렸다. 특히 이에 더하여 ‘한전공대’와 관련하여 지적되고 있는 문제점들은 국제태권도사관학교의 설립 문제가 공론화되어 이를 논함에 있어서도 유사한 취지의 언론의 주목을 받게 될 것이다. 결국 국가적 공익 관점에서의 설립 필요성에만 집중할 것이 아니라, 설립의 구체적인 방향과 운영의 세부 내용은 물론, 국제 태권도 전문가 양성을 위한 교육과정의 편성과 조직, 필요한 예산의 충당 계획을 지속 가능한 방향에서 세부적으로 논의하고 국가재정의 건전성 유지에 해가 되지 않는 내실 있는 대안이 마련되어야 한다.
