전문상담사의 국가자격화에 대한 논의는 오랜 시간 있었다. 또한 다양한 국가적 재난상황을 통해 전문상담사 제도적 범위에 대한 재조명이 이뤄지면서, 국가자격화에 대한 논의가 활발한 상황이다. 현실적으로 전문상담사의 자격은 ‘자격기본법’에 근거하여 국가자격화를 추진해야 한다. 현행 자격기본법은 국가직무능력표준(NCS)을 기반으로 신설 자격을 인가하는 구조로 제정되어 있다. 2016년도 현재, ‘상담’은 국가직무능력표준(NCS)에서 사회복지·종교의 대분류 아래에 중분류로 분류되어, 소분류 심리상담, 그리고 세분류 심리상담으로 분류되었고, 2015년 12월에 ‘심리상담’에 대한 직무분석이 완료되었다. 이에 따라 전문상담사의 국가자격화를 위해 자격기본법상 행정적인 요건을 갖춘 상태로 볼 수 있다. 이를 바탕으로 상담사의 국가자격화를 추진하고, 동시에 국가직무능력표준에서 상담과 관련된 부부·가족상담, 교정상담, 군상담, 진로상담 및 코칭 등 세부 영역의 신규 개발을 통해 상담의 광의성을 확장하며 정립하는 추가 작업이 필요하다.
Nationalizing professional counseling certification has been a topic of discussion for a long time. And recent catastrophes in the country again drew attention to need for national standards defining professional counselors. Under Korea’s current legal system, national certification for counseling can be pursued based on ‘Framework Act on Qualifications (자격기본법).’ According to Framework Act on Qualifications, new certification is approved based on National Competency Standards(NCS). Counseling has gained its place in NCS recently. In December of 2015, job analysis for ‘counseling psychology’ was completed. In 2016, ‘Counseling’ was classified to Sub–Group(중분류) under Social welfare/Religion Group(대분류), containing Counseling Psychology Category(소분류), and Counseling Psychology Sub–Category(세분류). Thus, it is assured that basic requirement to pursue national certification program for counseling is fulfilled. Also, along with national certification, sub–group of counseling in NCS can be broadened by adding sub–categories such as couple and family counseling, correctional counseling, military counseling, career counseling and coaching.
