In the event of a national disaster, the discussion of financial compensation and medical support for victims was considered a top priority. Korea has focused mainly on the crisis intervention of high risk by the medical staff in the mental health support of disaster victims, and the psychological support through counseling has not been dealt with in depth. The 2017 ‘Counseling Assistance for Victims of Humidifier Fungicide’(CAVHF) project by the Korean Environmental Industry & Technology Institute, under the Ministry of Environment, was the first project in which a professional counseling group participated in national assistance projects provided to victims of national disaster in Korea as an initiative agency. In this study, we focused on and motivational counseling skills for the clients in the stage of pre–contemplation for counseling help in the ‘CAVHF’ project in 2017 because most disaster victims consider psychological assistance to be subservient to financial compensations or urgent medical aid. Moreover, the major contents of the counseling manual which should be included in order to access the initial trauma response were studied. In closing, this study will suggest what type of governmental support and institutional system should be provided for effective psychological support through professional counseling service in national disaster situations.
