1974년 유네스코 총회에서 채택된 ‘1974 권고’는 20세기 맥락에서 평화를 증진하는 데 있어 교육의 역할을 강조하는 중요한 문서이다. 2021년 유네스코 총회에서 회원국들은 21세기 교육 분야를 둘러싼 변화에 맞춰 이 문서를 부활시키고 개정해야 할 필요성을 인식함에 따라 기존 권고의 개정을 결의하였다. 본 논문은 ‘1974 권고’ 개정 과정을 살펴보고, 개정 권고와 관련된 정부 간 전문가 회의에 한국 대표단의 일원으로 참여한 필자의 독특한 시각에서 새롭게 채택된 ‘2023 권고’를 분석한다. 또한, 한국에서 세계시민교육을 촉진하기 위한 새로운 권고의 이행에 대한 시사점도 논의한다.
The 1974 Recommendation adopted at UNESCO’s General Conference in 1974 is a key document that highlights the role of education in promoting peace in the context of the 20th century. The decision to revise the Recommendation was taken by UNESCO member states at the 2021 session of UNESCO’s General Conference, recognizing the need to revive and update the document in light of the changes that surrounded the educational field in the context of the 21st Century. This paper looks into the revision process followed by an analysis of the newly adopted 2023 Recommendation from the unique perspective of the author who participated as one of the Korean delegates in the intergovernmental meeting of experts related to the revision of the 1974 Recommendation. Furthermore, implications for implementing the ‘2023 Recommendation’ with regard to promoting Global Citizenship Education in Korea is discussed.
