평생교육공급체계의 특성은 평생교육기관의 다양성과 분산성으로 요약될 수 있다. 이 는 평생교육의 다양성을 보장하는 본질적 특성인 동시에 교육공급체계의 중복성과 영 세성이라는 문제점의 원인이기도 하다. 본 연구는 평생교육 공급체계의 발전전략을 논 구하기 위하여 평생교육기관 유형별 SWOT 분석을 시도하였다. SWOT 분석조사결과 는 각기 다른 기관유형별 역량과 기회, 위기, 강점, 약점 등이 분석되었으며, 이에 바 탕한 경영전략을 논의하였다. 이 연구를 통하여 다음과 같은 평생교육기관 경영전략이 필요함을 알 수 있었다. ①지역 밀착적 홍보와 마케팅 전략 강구, ②관련 법제 ,정책 및 행정의 안정성 확보, ③평생학습결과의 인정 및 활용제도 정착, ④평생교육 공급기 관의 품질관리 지원 및 인증제도 도입, ⑤분산성과 중복성 극복을 위한 평생학습 공급 체계의 네트워킹 강화와 아웃소싱의 필요 ⑥평생교육기관간 전략적 제휴와 협조를 통 한 상생적 관계망 형성 등이 필요함을 시사 받을 수 있었다.
The purpose of this study is to find a strategic answers to the problems of supply side of lifelong education. The problems of supply side derive from the nature of lifelong education such as diversity; low capital concentration, and lack of clear networking strategy. The research methodologies utilized in this study was SWOT analysis. The providers of lifelong education into five groups(school-based; composite; non-profit; for-profit and dedicated lifelong educational institutions) and conducted two-tiered in-depth SWOT analysis. The results of SWOT analysis with expert focus group showed that the lifelong education providers and institutions need to increase marketing capabilities; cooperation and networking among providers; better management capabilities; stable government policy and administrative supports.
