The aim of this study was to identify appropriate directions of regional
human resources development(RHRD) in Korea for the stakeholders in this
area such as policy makers, both central and local government officials to
enhance effectiveness and efficiency in RHRD activities. Above all, recent
environmental changes in human resources development were reviewed
followed by a review of the organization for economic cooperation and
development(OECD) literature on human resources development, which
provided a comprehensive institutional reforms initiated by each member
country. There are a number of implications for the regional human
resources development in Korea that can be derived from the OECD and its
member countries experience. First, it is important that human resources
development needs to be activated through a linkage between industry,
academia, and both central and local governments. Second, successful
practices for promotion of youth employment need to be benchmarked and
cautiously introduced. Third, an investment in human resources development needs to be increased by the private sector with its initiatives.
Fourth, cooperation between the central and local government is necessary
to improve effectiveness in developing human resources. Lastly, human
resources development should be promoted in collaboration with lifelong
education system.
