This study examined the discussion process of Chinese lifelong education and analyzed its origins and development. Further, this study researched the present situation and limitations of the three subjects of Chinese lifelong education-government, universities, and private organizations-in order to clarify their roles and relationships with each other. In this process of research, this study identified the characteristics and limitations of the three subjects while focusing on the key term “systemicity”. The Chinese Education Ministry recognizes the necessity of an alternative plan to strengthen the systemicity of Chinese lifelong education. Moreover, according to the ministry, it is necessary to strengthen the National People's Congress, the Education Ministry, and the special research services. Therefore, this study analyzed the main contents and characteristics of the three plans-Wufusheng, Dongmingchuan, and Shanghai Yanjiu Xiaozu-that have been conclusively investigated since 2005. Based on this investigation, the present study identified the merits and demerits of the three plans and forecasted the elements that would be selected from them. Moreover, this study also highlighted the problems that are yet to be resolved in order to strengthen the systemicity of Chinese lifelong education.
