The unemployment insurance system in Korea has a disability to escape from a marsh of \"high input, low output\" until yet since instruction of 1915. Our government have tried to raise an efficiency of system by constructing a connecting and networking system among the three key works for unemployment benefits, employment security and vocational training. Today, the minister of labour in Korea continues the restructuring activities on the dimension of raw-system
and administration-financing system. However, it is not easy to restructure the present system by doing a temporary prescription and correction so far as there are a contradictory raw system and many real problems in training fields.
First of all, we have no positive perspective and public trust for vocational training in our tradition. To the results of system theory research, the construction of desirable system can also serve to revise personal attitude about training.
To this object, this research shows contradictions in the present raw system and the real problems in the fields, and reviews the possibilities to build a new efficiency system for the Unemployment Insurance System in regards to theoretical and practical background. In a words, we can arrive at our objective if the new system can be designed as a comprehensive open system involving a value-meaning system and a self-production/self-referential autopoietic system.
