이 논문에서는 정보기술의 발달과 더불어 활발한 논의가 전개되고 있는 전자 민주주의에 대해서 그 가능성과 실체에 접근하려 한다. 일반적으로 전자 민주주의에 대한 논의들은 경험적 사실에 바탕을 두지 않고, 정보기술의 발달에 따라 기대되는 전자 민주주의의 가능성의 수준에서 전개되고 있는 것이 보통이 다. 이 논문은 전자 민주주의의 가능성이 무엇이고, 한국에서 전자 민주주의가 경험적으로 얼마나 전개 되고 있는지를 밝혀보려는 데 그 목적이 있다.

영문초록

This article attempts to analize the possibility a reality of the electronic democracy in Korea, which might be brought by the development of information technology. The studies on the electronic democracy in general are not based on empirical researches analyzing data and testing hypotheses, but focusing on discussions of the possibilities and future forms of the electronic democracy. This article is written to show whether the electronic democracy can be realized in future, and how the electronic democracy has been developed in Korea.
