This study compared the revised for the early childhood education law and for the child care law that were enacted and proclaimed on January 29 of 2004. It presented the common points and differences in the aspects of basic goal · ideolog y · responsibility, organization of structure and mechanism, installation and operation of facilities, faculty members and employees, and costs. And, it presented contents that need to be paid attention so that both laws can be enforced in the aspect of children's right such as infants' right to be protected. It emphasized that, only in case of allowing contents of acknowledging children's right to be contained in the ideologies of both laws, infants' nutrition, health and safety need to be importantly conducted in the aspect of infants' right to be protected. Aiming to allow the qualitative education and child-care to be offered, it is presenting the necessity for re-education towards a teacher, strengthening of qualification, installation of operation committee, and the installation of professional research organization.
