On the account that the current welfare act for senior citizen has been
functioning as basis of various welfare policies targeting low-income disadvantaged
seniors, it is in a situation that could not properly reflect reality of social states
of these days like aging of population, nuclearization of family and low birth rate.
In order to solve the problems of the aged, the role of private sector such as
family and informal networks support are very important as well as service of
governmental organs. The public-private partnership is necessary for the senior
citizens to meet basic needs; live sound and civilized living; and maintain social
integration. In this paper, I examine the welfare policies for elderly people in the
view of governance and derive the problems of current elderly welfare system due
to changes in the environments including advent of the aging society for the
purpose of finding out the ways to improve.
