본 연구는 연구자가 참여한 팔레스타인 헤브론 프로젝트를 중심으로 글로벌 교육복지전문가 가 마땅히 가져야 할 자질과 역량은 무엇이 있는지를 탐색하는데 그 목적이 있다. 이를 위해 우 선 팔레스타인 헤브론 프로젝트를 소개하고 관련 선행문헌을 탐구하였다. 그 결과, 글로벌 교육복지 전문가에게 요구되는 것으로 기본 품성, 기초적인 자질, 전문적인 역 량으로 구분하여 논의하였다. 특히 논의의 주제와 관련해 글로벌 교육복지전문가가 갖추어야 할 기본적인 자질에는 첫째, 글로벌 시민사회 및 세계시민의식에 대한 이해, 둘째, 국제개발협 력에 대한 이해, 셋째, 다문화수용 및 문화적응 능력이 필요하다고 논의하였다. 이어 전문적인 역량으로는 첫째, 커뮤니케이션 능력, 둘째, 현지의견수렴과 프로그램과의 연계능력, 셋째, 분 야별 전문 역량이 요구된다고 보았다.
This study explored qualifications and competencies that were needed to become a global educational welfare specialist by focusing on the Palestine Hebron Project which was participated by the author. It examined in more detail the Palestine Hebron Project and inquired into related former studies. The results of this study showed that there were requisite personalities, basic and professional qualifications and competencies. Basic qualifications and competencies of global educational welfare specialist included the following: 1) the understanding on the global citizen society and world citizenship; 2) the understanding and study on the international development cooperation; and 3) capacity for multi-cultural understanding and cultural adaptation. Professional qualifications and competencies of global educational welfare specialist were as follows: 1) communication abilities; 2) capability to collect and investigate local public opinions, and 3) relevant competencies in specific fields. The results had many political implications on how to foster global educational welfare specialists and the supportive system needed in the future.
