본 연구는 장애인 복지시설의 웹 접근성 준수 실태를 조사분석하기 위하여, 자동화된 웹 접근성 평가도구 K-WAH 3.0과 W3C의 마크업 유효성(Markup Validation) 검사를 이용하여, 한국장애인복지 관협회의 170개 협회회원장애인 복지관의 웹 사이트에 대하여 웹 콘텐츠 접근성 지침의 준수실태 를 분석하였다. K-WAH 3.0을 이용한 웹 접근성의 평가결과는 ‘온라인 서식 레이블 제공’이 준수율 41.5%로 가장 위반이 많았으며, ‘온라인 서식 레이블 제공’은 평가대상의 52개(30.6%) 기관만 90% 이상의 준수율을 보여, 장애인복지관의 웹 접근성 준수율은 매우 저조한 편이다. W3C의 마크업 유효성 검사에 있어서도 합격으로 판정을 받은 장애인복지관은 15개(8.8%)로 심각한 문제점을 가 지고 있다. 웹 접근성의 개선을 위해서는 정보통신 접근성 인식제고를 위한 다양한 사업전개의 활 성화가 시급히 필요하다.
This research study tries to provide an overview of the web accessibility of the welfare centers for the disabled in Korea. From June 11 to June 22 one hundred and seventy websites were examined to find out how accessible they are with reference to the Internet Web Contents Accessibility Guidelines(KICS.OT-10.0003). Using the web accessibility tool, K-WAH 3.0, and Markup Validation Service from the World Wide Web Consortium (W3C), the study finds a disappointingly low level of website accessibility: 1) only 41.5% of websites provide on-line form label, 2) 85.3% of websites provide higher than 90% of compliance with repeative navigation link, 3) 32.0% of websites provide higher than 90% of compliance with on-line form labe and 4) more seriously, only 8.8% of websites pass the W3C markup validation. Therefore, many disabled Koreans may have substantial problems in accessing the centers for the disabled.
