For the Preparation of the 21st century, the Korean government presented 'internalization/globalization(in Korean, Segehwa)' as a political slogan. And the Presidential Commission on Education Reform proposed 'globalized, internationalized education' as one of the important means to achieve the goal, however no specific contents or methods have been determinded yet.
Therefore in this research, the trends of research and developments related to global education(including international and cross-cultural education) are reviewed first. Then actual programs developed in the U.S., South-East Asia and Korea such as SPICE, CTIR, SSSS, UNESCO(ASP, APEID) programs are reviewed and compared. In the comparing process, the changing trends of themes, objectives, contents and methods are analyzed.
Finally the global education curriculum guidelines for the 21st century in Korea are drawn such as the following :
1) Thoughts of global education should be imposed in the overall curriculum. Rather than limiting in Social studies or extra curriculum activities, it should be included in Natural Sciences, Languages, Moral education, Arts and Music etc. Global education needs to begin from the elementary school level also.
2) The highest objective of the global education should be focused on decision making abilities and problem solving abilities.
3) The contents of the global education should be consisted with intergrating themes such as 'relations' and 'change'. Those themes could be divided into several concepts, and the concepts could be divided into several topics.
4) The teaching methods of the global education should be cooperative learning including research, discussion, etc. Also various media would be used.
5) The global education could not be implimented without helps from the community.
