The purpose of this study was to examine the major components of teacher development and inservice education system, to analyze the needs of elementary teachers toward inservice education, and to develop the model of inservice education systems by teacher carrier cycles in Korea. The major method of this study, made largely by literature study, was to survey the needs of teachers toward contents and methods of inservice education. The major findings of this study are summarized as follows : 1) As a result of reviewing literature related to teacher development, it was classified that the components of teacher carrier cycle were 5 modes and the contents of inservice education program were 4 categories and 22 sub-categories. 2) The results indicated that the needs of teachers on the contents, methods, and places of inservice education were varied by teacher carrier cycles. 3) The results suggested that the model of inservice education systems by teacher carrier cycles presented in this study could be a significant frame to select the category and components of contents of teacher development and design the program of inservice education. 4) The results of this study suggested that inservice teacher education should be carried out by teacher carrier cycles and teacher development stages with the different contents and methods of teacher development because of the variety of teachers' needs on inservice education.
