Why do our educational policies so often change? Our educational policies including the college entrance examination have so frequently changed, thus we tend to think of it as a synonym for fickleness. This paper reviews the causes of policy change and variables affecting the consistency of educational policy. A policy change refers to a shift on the policy substance or policy implementation according to new knowledge or information and crucial events in the process of policy progression. The causes of policy change can be summarized as 1) change of policy issues, 2) change of policy resources, 3) error of policy itself, 4) intensity of policy structure, and 5) participation of the group related to the policy. Educational policy is the activity goals and means of government with regard to education for advancing the quality of life. The variables affecting the consistency of educational policy are "government involvement" in autonomy and heteronomy, "blance sense" between ideal and reality, and "bureaucrat's benefit" in public good and private good. These variables can be understood as "dilemma in government involvement", "issue in subjects of korean language, English, and Mathematics," "needs in turning points" or "denial of failure." The consistency in educational policy is the national task of our times to be solve. The consistency of educational policy does not insist on the constant policy, but "flexible one with future oriented vision and long range character." Basically these discussions assume that educational policy is for life good, bringing about wave length to peoples, and changing like organism.
