The idea of higher education was newly identified on ‘Samganglyung-Palchomok’ (三綱領八條目: 3 principles and 8 articles) in the “Daihak” (『大學』 : “University”), that is one among the ‘Saseu’ (四書: the four best among the confucianism books), that has a modern implication. There are also the western others, “The Idea of a University” by John Henry Cardinal Newman and “Die Idee der Universität” by Karl Jaspers that are well known all over the world.
I have analyzed the idea of higher education represented in the reports about the master plan of the developed universities that is going on practice.
According to “A Master Plan for Higher Education in California: 1960-75” by Liaison Committee of the State Board of Education and the Regents of the University of California they emphasised in the educational objectives of Irvine Campus to build man who has four characteristics as the following:
1) To build man who can be self-reliant.
2) To build man who has analyzing ability.
3) To build man who has practical ability.
4) To build man who has morality.
In other hand, in “The Law of Higher Education” (“Loi d'orientation de l'enseignement supériéur”) that was proclaimed in France on November 1968, ‘Missions of Higher Education’ were clarified on the first article of the first chapter as the following; “The basic missions of university and the institute to be restricted by this law are to acquire and transmit knowledge, to develop research, and to build man.”
The researches on the innovation of higher education in the world level have been active since the latest one decade. I think that this trends may be related deeply with the disputes of the universities. Accordingly the writtings and reports about the innovation of the higher education have been publishing.
In the “Campus 1980: The Shape of their Future in American Higher Education” edited by Alvin C. Eurich, John W. Gardner wrote a title that is “What is University?-Higher Education in the Innovation Society”. A writtings as an indication for the innovation of higher education is “Proposal-20 Articles for the Innovation of Higher Education” edited by Kōsaka Masaaki and Yosida Tomizo. According to the proposal-Article 3 that represent the idea about three kinds of pattern of university, it is said, “it is necessary that university should be divided by three kinds of pattern that are liberal arts university, professional university, and research university. Concerning to the increase of number and the variety of quality of the applicants to the university. And we should consider the educational contents and method adjusting to the students of each universities, and at the same time, it should try to supplement those of the junior college and other many different schools.”
Regarding the function of the university faculties by the statute, I analyzed “Der Entwurf für ein neues Universitätsgesetz”(1968) by the Ministry of Education, Hessen State (Hessisches Kultusministerium) in West Germany, and the ‘Academic Board’ among the “Third Schedule, Statute of the Univesity of Newcastle upon Tyne” in England.
Regarding to the functions of university faculty itself, I discussed the new idea about three functions of faculties that is research, education, and cooperation of the industry-school through the “Anregungen des Wissens chaftsrates zur Gestalt neur Hochschulen”(1962) by Wissenschaftsrat in West Germany and the “Report of the Arrangement Committee for the Innovation of Tokyo University.”
