본 연구의 목적은 학생선수 육성제도와 관련된 몇 가지 주요 개념 정의와 함께, 현행 학생선수 육성제도의 현실 파악을 토대로 그 개선방향을 제시하는 데 있다. 먼저 학생선수 육성제도와 관련된 개념 정의를 위하여 학생선수 육성제도의 영역을 ‘학원스포츠제’, ‘체육특기자제’, 그리고 ‘최저학력제’로 구분했으며, 개념 제시 방법은 ‘정의’ 진 술과 ‘특징’ 제시와 같은 범주화 도구를 활용하면서 세 가지 용어들을 정의하였다. 둘째 학생선수 육성제도의 현 실 제시 방법은 관련 제도의 ‘문제점’ 기술과 ‘정부의 대응’ 진술과 같은 범주화 도구를 활용하였다. 마지막으로 학생선수 육성제도의 궁극적 개선 방향을 ‘정책적 개선방향’과 ‘학생선수 인권보장을 위한 가이드라인 제시’의 두 가지로 제시하였다. 먼저, 정책적 개선방향1)은 첫째, 제도의 목적에 대한 우선순위 재정립, 둘째, 학생선수 인권침 해의 원인에 대한 명확한 귀인소재 파악, 셋째, 제도의 실행전략으로서 ‘보호’와 ‘증진’으로 제시하였다. 또한, 학 생선수 인권 보장을 위한 가이드라인에서는 첫째, 학생 선수의 인권 존중에 대한 명료화, 둘째, 학업과 운동의 병 행을 위한 제반 조건, 셋째, ‘외국 코칭 기법에 대한 벤치마킹과 인권보장을 위한 코칭교육’으로 제시하였다.
The purpose of this study was firstly to review the key concepts of government-fostered student-athletics policies (GFSAP), issues, and the government's responses and secondly to provide improvement strategies to explore the future strategies for protecting and promoting students human rights. There are three components in GFSAP. They are called school sports (athletics school) policy, athletes admission and scholarship policy, and the lowest grade of academic abilities policy. Categorizing method was used to review the major concepts of GFSAP such as 'definition' and 'feature'. We analyzed the three concepts and problems, and the current government's response to solve these problems, Lastly we described the three future directions for promoting student human rights. Firstly, the purpose of GFSAP should be translated more closer to human rights far from a 'win-at-all-cost'. Secondly, clear understanding of the locus of control (structural attributions vs personal attribution) about student athletes rights violation. Thirdly, 'protection' and 'promotion' as a carrot-and-stick approach are necessary. Finally, we recommend to make a student athletes guideline (draft) for promoting human rights. These guidelines have to firstly clarify student athletes human rights to be respected, secondly, ratify various circumstance for combination of academic and athletic course work, and thirdly benchmark foreign cases and coaching education for human rights promotion.
