Executive Agency System is for the sake of providing the strengthening of agency’s
expertism and improvement of the service by means of guaranteeing the independence and
flexibility of the agency‘ 1n Korea, this system has started first in 2000 with 23 government
agencies. ln 2004, the Korean government has announced additional 13 executive agencies
which included National Museum of Contemporary Art. The application of executive
agency system to National Museum has raised many disputes such as the defect of the
processing, the reducement of the support from government, distrust of the evaluation
system, the independence focused only on the director of the agency and is facing with
opposite opinions. But considering the bureaucratic problems of National Museum of
Contemporary Art such as impertinent human resource structure and narrowness of
financing system in this global competitiveness, it needs certain change. The executive
agency system can t따ce a role to attempt fresh changes of the musellm.
At this point of view, there introduced basic aspects of executive agency system at the
fore part of main subject. And the cases of National Theater of Korea and National Science
Museum as well as Foreign cases has presented. And then there presented the ClllTent
situation of National Museum of Contemporary Art. There raised some desirable matters
for the successful application of exec utive agency sys tem in National Mllseum of
Contemporary Art.
The first, the procedure of the selection of director should be s upplεmented for hiring a director with proper quality and ability. Also, there needs the proper independence of the
director as well as some institutional policies which can protect from the despotism. The
second, there needs a modification of human resource structure and some policies for
promoting the consistent self-developing of each employees. The third, there needs a
financial stability which can avoid from the weakness of expertism due to the pressure of
financial self-supporting. The fourth, the Museum of Contemporary Art has to be moved to
the midtown of Seoul for enlarging the possibilities of enjoyment of the culture and
accumulating the cultural infrastructure of the country.
With these contents, there presented a desirable evaluation system considering the
character of cultural a2:encies. The members of evaluation cornmittee should be of2:anized b
with various people from various field in the Art world, which can protect from the
rnisappropriation of the evaluation system and acceptance of various desires from the whole
Art world in the country. Also, the hackneyed items of executive agency common
evaluation should be removed and need to establish new items which can contain the
special character of cultural agencies. At the last part of the main subject, there presented a
new evaluation model which can be used practically.
All the systems or institutions are not perfect as they are and have both of good and bad
sides. The matter is the positive rnind and constant efforts for the success. Even at this
moment, the most important thing is a will to realize the main purpose and attitude to take a
good side of the system.
