This study is to explore that the institutionalized way of gender equality in education part is
different with interaction among policy concerning actors as a gender equality perspective even
though each countries has the same gender issue in education.
For this, this research compared with the national university women's professor targets of Korea,
the Tham Professorship of Sweden, and the Junior Professorship of Germany.
Finding is that it is different with argument structure, policy tools, policy outcomes by interests of
actors concerning the process of policy determination in the level of gender equality. In Korean case,
the government and women's professors group with a feminist perspective have a initiative in the
process of policy determination. As a results, the Korean government could revise the gender
unequality in professor area.
In Swedish case, the government intended to change the gender unequality in professor area with
gender perspective. Due to the lack of gender sensitive policy network, the Swedish government
could not preserve the feminist ideas.
In German case, the government didn't have a gender perspective in the process of policy
determination. As there were not the gender sensitive policy network among women's groups and
gender sensitive policy tools. As a results, the junior professorship to intend to revise the process of
the professor appointment failed.
