This study aims to identify the changes Principal Appointment System brought about in schools,
based on case studies of "D" Middle School in Ilsan. Through these studies, implications for national
education policies, as indicated by the Principal Appointment System, are suggested. The school faced
difficulties in guidance counseling and scholastic achievement for many of it students who were in
needy circumstances. This made the school stagnant, and to overcome this situation, the Principal
Appointment System was implemented successfully bringing about changes. This study analyzes
essential characteristics of the many educational programs put in practice in the school, which are
network, learning community, and participation and communication. These changes were brought
about through I) presentation of a four-year long-term plan, ii) diagnosis of problems and prescription
of solutions, iii) special consultative committee, iv) the principal's practical leadership, v) maximizing
the properties of a small scale school, ⅵ) teachers coming together to share development goals. and
ⅶ) teacher's leadership. On the basis of these results, proposals are suggested for education
policymakers.
