The purpose of this thesis is to infer the decision-making model of the private school policy
through analyzing the revision process of the Private School Acts under the Roh Tae-Woo
administration and the Roh Moo-Hyun administration.
Various variables were engaged in the revising process of the Private School Act. The principal
variables influencing the revision of the Private School Act are external factors, policy paradigm, and
the power distribution of the policy coalition. The decision-making model of the Private School
Policy inferred from analyzing the amendment process of the Private School Act is as follows. The
change of the 'private school policy' was ignited from external factors and also started from the
change of the power distribution of the policy coalitions. Conservative political parties, conservative
newspapers, and private school foundations are arrayed in the policy coalition favoring the autonomy
of 'private school policy'. On the contrary progressive political parties, newspapers, and NGO are
confederated with the policy coalition for public 'private school policy'. Competing structure was
established by the both coalitions, but the independent variable determinating the change of the
'private school policy' is the majority party or the policy coalition. Policy paradigm could not be
the independent variable determinating the contents of the policy change but be a parameter
precipitating the change of the 'private school policy'.
