In the 2008 college admission policy, increase in the proportion of high school academic records
and classification of scholastic achievement test records in university entrance procedure was
introduced in the intention to bring the core of education back into school grounds. In this paper, I
look at the ways in which the 2008 college admission policy shapes a private high school in the
lower socio-economic area of a metropolitan city by using qualitative research method. The policy
has become an important condition for students, especially high achieved ones to concentrate on
schooling, yet the inner condition of the school has a significant effect on students' relying and
valuing the school. Also bringing the core of education back into school in the process of preparing
college examination and normalizing schooling were not realized at the same time. Thus the two
aims emphasized in the college admission policies for a long time, need to be reconsidered.
