이 연구는 지방분권시대를 맞이하여 위기에 처한 지방교육을 자생적으로 살리기 위한 지역공동체의 역할과 과제를 다루고 있다. 지방에서 서울로, 서울에서도 강남으로, 다시 해외로 더 좋은 교육을 향한 연쇄이동이 일어나고 있는 현실에서 지방교육이 버려지고 있고 이로 인해 결과적으로 지방이 버려지고 있다. 따라서 이 연구는 지방교육 위기의 현실과 그 원인을 살펴보고 그에 대한 대책으로서 지역공동체의 주체들의 역할과 과제를 탐색하고자 하였다. 지방교육은 우수한 인재의 수도권 집중과 지방대학 미충원율 증가, 지방대 졸업생 취업률 저하 등의 심각한 문제를 안고 있다. 이러한 현상이 야기된 가장 근본적인 원인은 60년대 이후 성장제일주의로 말미암은 지역간 불균등과 우리 사회의 고질적인 학벌주의를 꼽을 수 있다. 이에 대한 대책으로 사회적 차원과 교육적 차원으로 나누어 생각할 수 있고, 사회적 차원에서도 거시적 차원과 미시적 차원에서 생각할 수 있는데, 그 중에서 이 연구에서는 미시사회적 즉 지방사회를 중심으로 그 대책을 다루었다. 특히 지방정치의 중심인 기초지방자치단체가 지역교육 살리기의 구심점으로서의 역할을 담당해야 하며, 지방교육 위기 해소를 위한 기초지방자치단체의 행?재정적인 지원 방안을 강구하였다.
This study deals with the roles and the tasks of the local community in the decentralization age to revive the local education autogenously that has been at a crisis. The local education was thrown out in the situations of a chain of move toward the better education from local places to Seoul, to GangNam even in Seoul, and to abroad. So this research reviews the reality and the causes of the local education crises and investigates the roles and the tasks of the local community subjects as measures for the above crises. The local education is holding many serious problems such as; the concentration toward the capital region of superior persons, a decline of a ratio of recruits, a fall of the percentage of employment of the local university graduates. The most fundamental reasons of these phenomena are the interregional unbalance due to the economic growth first policy since 1960's and the academic sectarianism which is the Korean deep-seated disease. I think measures for these phenomena dividing into social dimension and educational dimension. And social dimension will be divided into macro and micro perspectives. This study deals with measures for those phenomena at the social dimension and micro perspective. Particularly in this study I emphasize the fundamental local government that is the center of local politics must play an important part as a centripetal force in the putting vigor into the local education, and devise the administrative and financial aids program of the fundamental local government.
