The purpose of this study is to find out the characteristics of language educational policies for the native Americans and Mexican Americans through historical approach. The results are summarized as Follows. First, the language educational policies for the minorities are changed on the basis of maintaining the dominance of English. Second, there are constant conflicts about language educational policies between linguistic majority and minority. Third, the language educational policies have the characteristics of racial discrimination against the native Americans and Mexican Americans. Forth, the political and economic interests of the majority are reflected on the language educational policies for the minorities.
