This research suggests to take the possibility of reducing technological divide
as a new criterion for technological progress, in addition to the existing criteria.
After explaining the background of this idea, the definition of technological
divide and the justification why it should be treated in philosophy of
technology will be provided. This is followed by an introduction to relevant
concepts and ideas in philosophy of technology, which leads to the notion of
“accessibility.”
The Principle of Accessibility will be suggested and defended as a new
criterion for technological progress. The principle is as follows: “A technology
or a technological system is considered to be more desirable in terms of its
development, production and consumption, if it can eventually reduce
technological divide; or if it is more accessible to more people.”
