It is the aim of this paper to understand theoretic background and actual condition of korea and other countries about the homeless service programs and hereupon, appreciate the best suitable homeless service program to Korea to workout the improvement. The most serious social problem arisen from aftereffect of IMF management structure would be the problems with homeless. In order to cope with the problems with Homeless, a shelter(House of hope) for homeless was provided before a policy from the national levels is prepared. However, the problems with the service programs for the homeless have hammered out due to insufficient reviews and no prior plans which failed to increase the service quality for the homeless. In this paper, the study is focused on above mentioned matters. This research is concerned with above factors. Through studying the national assembly documentary records and research records to find out the actual problem and how to increase the service programs for the homeless, this research understood the actual sate of the Korean service programs for the homeless and draw up appreciation and a comprehensive plan that is suitable for the actual circumstances in Korean . As a result, to resolve the homeless problems and to settle the cause of society structure, it is imperative to have a policy from a central government levels.
