이 논문에서 밝히고자 하는 것은 교육운영의 장치로서 관료제가 갖는 부적절성 혹은 한계이다. 이를 위해, 관료제가 갖는 특성과 원리가 교육적 규범과 어떻게 상충하는지를 논증하는 데 역점을 둔다. 교육적 규범은 필자의 교육관점과 부합하는 수 명의 학자가 가진 교육에 관한 생각과 주장을 검토하고 종합하는 과정을 통해 추론된다. 이 과정은 ‘교육의 전형’을 찾는 과정이기도 하다. 추론된 교육적 규범은 관료제의 특성 및 기본 원리와 비교, 분석된다. 여기에서 주안점을 두는 것은 양자 간의 부조화와 상충이다. 관료제의 기본 원리 및 특성과 관련해서는 형식적 합리성과 비인격성이 특별히 중시되어 다루어진다. 결론에서는, 관료제와 교육적 규범 간의 상충성에 유의하여 교육운영에 있어서는 관료제가 그 최소한의 적정범위를 넘지 않도록 하는 데 특별한 주의가 기울여져야 한다는 점이 강조된다.
This article is to make clear the limits of bureaucracy which would be found when bureaucracy is employed as a device for managing education. For that purpose, the author tries to reveal that bureaucracy is basically incompatible with educational norms. Educational norms are inferred through reviewing several scholars\' ideas and discourses of education which are seen consistent with the author\'s educational viewpoint. Educational norms which are regarded as requisites for \'the type of education\' are : strong reliance on meaning and value; personal and totality-oriented formation; being-to-being contact; passion and joy; and creative disorder. Bureaucracy is criticized and judged as an improper management tool for education in principle in the sense that its traits and principles are sharply contradictory to those educational norms. Among properties of bureaucracy, formal rationality and impersonality are particularly stressed, because they are viewed as representing bureaucracy most vividly and showing contradiction between bureaucracy and educational norms so clearly.
