관료제(bureaucracy)는 사회구조의 복잡화, 기술의 고도화 그리고 이에 수반한 관리 사무의 질적․양적인 확대 등에 대응하여 근대사회가 필요로 하는 대규모 합리성을 띤 관리기구다. 즉, 특정한 목표를 달성하기 위하여 합리적인 규칙에 의거하여 규정된 권위관계의 체제(system authority)를 말한다. 이는 구조적인 시각에서 볼 때, 관료제는 계층제의 모습을 띤 일정 규모 이상의 조직에서 나타나는 보편적인 현상으로 이해되며, 기능적 시각에서는 정부조직 속에서 행정기능을 가장 합리적으로 수행하기 위한 권력집단으로 이해된다. 최근에 중국의 국가개혁에 관한 관심은 Weber의 합리적 관료제를 어떻게 중국에 이식하여 발전시킬 수 있는가 하는 방법론에 대한 논쟁이다. 현재 중국 사회는 농업사회에서 공업사회로 전이되면서 관료 역시 공업사회 모델에 적합한 관료제 구축을 강조하고 있다. 특히, Weber의 관료제 모델(bürolratoe-model)에 대한 심도있는 논의가 이루어지고 있다.
China is an ancient country that has one of the oldest civilizations on earth. Since the end of 1970s, China has made her administrative and economic reform and opening up to the outside world. Now the administrative and economic reforms has scored great success with a series of important accomplishments. China\'s peculiar political economy largely explained the changing reform initiatives over times. The problems confronting Chinese officials are markedly different from the West despite the fact that China and the West have engaged their efforts in undertaking administrative reforms in the last two decades or so. The purpose of this study is to analyze the bureaucracy, especially the police civil service system in China. Core features of the institution of China\'s civil servant system is discussed in this study.
