Ji Young Lee, Hoewook Chung 환태평양유아교육연구학회 Asia-Pacific journal of research in early childhood education 22 Pages
환태평양유아교육연구학회 Asia-Pacific journal of research in early childhood education 2022, Vol.16 No.2 7 137-158 (22 pages)
This study investigated how newspaper editorials contribute implicitly to what people know and think about by recontextualizing the discourses of Early Childhood Education and Care (ECEC) policy. Drawing from Fairclough's critical discourse analysis, we examined 311 editorials on ECEC policies of two mainstream Korean newspapers, Chosun Ilbo and Joongang Ilbo, published from 1991 to 2016. Findings are that the text of discourses changed to reflect shifts in ECEC policy. The textual elements... -

research is limited in that it fails to connect broader Korean cultural and societal changes to changes in ECEC over time. In this paper we illustrate the history of South Korean from its independence from the Empire of Japan in 1945 to today and identify connections between socio-political and economic benchmarks and changes in South Korean ECEC. In doing this, we consider the nature of the centralized South Korean educational system, the human capital approach, care versus education, and... -

development and learning outcomes. This paper argues for more rigorous PD designs, considered evidence-based content and delivery that are embedded within a rich evidence-base of practice, and that focus on educator effectiveness, practice change, and also on the benefits to children’s learning and development. The paper draws upon effective PD literature and describes lessons learnt, focussing on the ‘who’, ‘what’ and ‘how’ of evaluation of effective in-service PD design and delivery. -

Early Childhood Care and Education (ECCE) is globally recognized as a crucial element of education for all. Therefore, countries have intensely pursued it. After many efforts, progress towards ensuring ECCE is apparent in many countries in the world. But most of them could not either completely achieve this goal or compromised its quality due to inadequate resources, improper planning and ineffective implementation strategies; especially a vast and populous country like India. A number of... -

In Australia, the Early Years Learning Framework (EYLF) invites educators in Early Childhood Education and Care (ECEC) services to view children as learners who are confident and involved (Australian Government Department of Education, Employment and Workplace Relations, 2009) while the National Quality Standard (NQS) contends that the “educational program and practice of educators are child-centred, stimulating and maximise opportunities for enhancing and extending each child’s learning and... -

shift towards the increased use of formal early childhood education and care services. Federal, state and territory policy makers have responded with reform agendas designed to improve the quality of early childhood education and care. There are few studies that provide insights into community perceptions of current initiatives in early childhood education policy and their perceived effectiveness with families. This study begins to address this void by examining the perceptions of the community... -

Countries have implicit cultural beliefs and practices about early childhood education which they tend to undervalue and which, as a result, are endangered. The Preschool in Three Cultures Revisited study includes examples of such implicit cultural beliefs and practices in Chinese, Japanese, and US preschools. The paper argues that early childhood practitioners, policy makers, and scholars should give greater value to these cultural beliefs and practices and think of them as national treasures... -

English education policy and practice for young children in Japan. Recently, a strong need for English education has emerged and changes have been made at the elementary school levels. English education has not yet been regulated, however, in early childhood education. This study investigates English education for young children in Japanese preschool settings, in lessons for preschoolers provided outside of preschool, and in English preschools. The results show that English lessons are offered... -

Early education and care includes home-based care, center-based care and parental care. For the cognitive domain on science scores, results revealed that... -

major Australian longitudinal study to test the extent to which children recruited on the basis of attending an early childhood education and care (ECEC) setting when they were 3?4 years of age received an ‘optimal’ dosage of education and care. The idea of an optimal dosage is drawn from research literature on what level of dosage leads to improved learning and development outcomes for children. This dosage level is then compared with the actual level received by Australian children, through... -
The Council of Australian Government Reforms [2007?2013]: a critical juncture in Australian early childhood education and care (ECEC) policy?

육아정책연구소 International Journal of Child Care and Education Policy 2015, 제 9권 8 1-16 (16 pages)
Between 2007 and 2013, the Council of Australian Governments (COAG) introduced major national policy reforms to improve quality in early childhood education and care (ECEC) (Brennan and Adamson, [2014]). By analysing policy documents underpinning the COAG reforms for early childhood, this article contends these reforms have been so far-reaching that, conceivably, they could have a lasting impact on systems and structures designed to improve quality in ECEC and fundamentally alter the trajectory... -

the Australian context, where extensive early childhood reforms are underway. We argue that attempts to address workforce challenges in current policy initiatives are limited and may be insufficient for sustaining the early childhood workforce in the long term. Given the critical role that the early childhood workforce plays in Australia’s early childhood reform agenda, we then consider how workforce sustainability could be rethought and other possibilities generated for addressing entrenched... -
Do increased availability and reduced cost of early childhood care and education narrow social inequality gaps in utilization? Evidence from Norway
Erin Sibley, Eric Dearing, Claudio O Toppelberg, Arnstein Mykletun, Henrik Daae Zachrisson 육아정책연구소 International Journal of Child Care and Education Policy 20 Pages
육아정책연구소 International Journal of Child Care and Education Policy 2015, 제 9권 1 1-20 (20 pages)
Prior theoretical models and empirical research suggest that specific parent, child, and family factors are related to the utilization of early childhood education and care (ECEC). The political context of Norway provides a unique opportunity to test whether increased availability and affordability of care over time due to policy change reduces the gap between high- and low-socioeconomic status (SES) families in utilizing center-based care compared to other care arrangements. Progressive... -
