Korean college & university must be organization to complete with each other for educational quality. They have to promote international competition and make more efforts to perform social duty. For realization of their essential function and obligation, college & university have to choose properly the policy process of specialization, diversification and competition. This study has the purpose to present the situation and problem of college & university policy, investigate future structure and the changing process of the policy. Using volums and paper this study has been researched on the future of college & university policy in changing society. The follow are the real state and problems of college & university policy; form western-imitated into Korean unique policy, from excessive controls policy into autonomous policy, from confusion into achievement and organization of policy, support escalation policy to finance, educational facilities, to solve the problem of the limitation of excellent policy in higher education, to rationalize, informationize, internationalize the process of policy formation and execution, to professionalize the members of college & university, democratization, efficiency of management, vision of long-term policy, systemization of life-long education avoid of long-term policy, systemization of life-long education avoid narrow viewed policy. For international leveled college or university, we have to cultivate our thought, behavior pattern into international level, establish national or social policy for higher education. As a conclusion, suggest a direction of college & university innovation, energetic behavior and role change of university manage, effective financial management and fund making, new styled management of campus and effective choice, settlement of open door communications process, organization of human respect, importance of technostructure as means of managing unification, new managing system future oriented, understanding of importance of planning in management process, understanding of importance of circumstances and labor market in management. It is difficult to answer exactly the question of policy changing in the future, but a direction will be suggested that is to say; college & university policy in the future will be developed to adjust the focus of international competitive power.
