Following the end of East-West conflicts in 1987, a new international order has been proposed by the Summit States Conference of the U.N Security Council in January 1992. The Agenda for Peace, report of the Conference prepared by Boutros-Ghali, Secretary-General of the U.N. in June and September 1992 stated that superpower domination and rivarly have ended, as has ideological confrontation, making it possible for the U.N. to retrieve the intended role at the center of world affairs, and that nations of the World are aware, as never before, of the need for global action to tackle crucial issues, such as human rights, population control and the advancement of women, environmental protection, poverty, modern technology and social development, drug addiction and trafficking, and nuclear energy. The peace and security of Northeast Asia largely depend upon the strengthening of the U. N. and regional cooperation among nations. Moreover an appropriately structured U.N. Security Council will assure collective security. Furthermore, peace-making activities offer the scope for the prevention of conflicts, peace-keeping and peace-building.
