Regional development is one of the major concerns of local governments. To make the effective regional development policy, the local government need to understand about the interregional migration. When migration occurs with any appreciable volume, it may have a significant impact on the social, cultural and economic structure of both donor and host regions. given their potential impact, patterns of migration can be harbingers of social change in a society. Using the pooling model developed by combining the cross-section and time-series data, this study reviewed the extent to which economic, environmental, and local fiscal policies affect the decision to migrate. We found that economic variable is the most important determinant of migration, while quality of life factors (population density and consumer price index) play deterrent role. Local taxes and expenditures showed unexpected sings in influencing migration. However, economic factor was significantly most important than environmental and local fiscal factors in explaining variations in the net migration rate. Migration is a means of achieving both economic efficiency and equity those are two principle goals of regional policy. This study therefore has the following policy implications for local policy makers, especially those in depressed areas. Local governments need to induce migration. To induce migration, local governments should consider the importance determinants explored in this study. That is, they should increase income level by creating job opportunities through te improvement of public works and infrastructure, and simultaneously try to make local community where people can live in pleasat environments.
