Institute of Information Technology Assessment(IITA) has evaluated Information and Communication(IC) R & D program in Korea since 1993. However, as adequateness and effectiveness of evaluation activities are improper, and quality and use of evaluation activities are improper, and quality and use of evaluation outputs are insufficient, metaevaluation of IC R&D program needs to be carried out. Therefore, this paper is to design a metaevaluation model for R&D program composed with 4 components, 10 sub-components, and 20 sub-evaluation factors, and is to actually metaevaluation IC R&D program are relatively rational on point of evaluation system and evaluation tools, but are very irrational in point of adequateness and rationality of evaluation paradigm. As using the metaevaluation model for a study framework, this paper has systematically and comprehensively found out the problems which evaluation activities of IC R&D program have basically had. Finally, this paper presented directions of improvement measures for comprehensive and systematic evaluation of IC R&D program, in order to improve the evaluation qualities and increase the evaluation utilizations.
