Recent breakthrough in the technologies of information and communication affects every aspects of our lives widely. Since the world is changing so rapidly, it is difficult to anticipate the directions and degrees of the changes forthcoming. It is even harder to isolate, understand, and foresee the changes in public sectors. This paper tries to do the difficult job. To achieve the aim of the study, this paper briefly discusses the nature of and the possible impacts of the change. Political, economic, and social changes due to the development of information and communication technologies are spelled out. Then, it analyzes the hardship which a nation-state faces. To overcome the hardship, any nation-state must change. Government reformation is not a matter of choice but a necessity. Finally, this paper reviews an alternative form of government an electronic government. An electronic government can be an efficient instrument to get rid of the hardship mentioned above. It can, also, be understood as a means to utilize the advantages of the information and communication technologies.
