As people are gradually acquainted with computers and the internet, there are increasing debate about the possibility of electronic democracy and government. Increasingly, people begin to recognize the importance of cyberspace in every aspect of social life including democratic procedure and governance. Some people have a romantic view by arguing that electronic democracy and government will definitely increase the level of democratic control, and the efficiency and transparency in government . This paper tries to analyze whether the increasing usage of new media and cyberspace in politics and public administration does genuinely enhance the possibility of democratic governance in Korea in the era of cyberspace. After reviewing the concepts of electronic democracy and government, the author raises a couple of questions on this issue. One is whether the idea of electronic democracy can be applied in the Korean political environment, and thereby it can achieve a real and participatory democracy. The other question is whether the electronic democracy can be applied in the Korean political environment, and thereby it can achieve a real and participatory democracy. The other question is whether the electronic government can be fully institutionalized in Korea within a foreseeable future and thus efficient and transparent administration can be realized. Given the uniqueness of the Korean culture, the author argues the ideas of electronic democracy and government may not be readily realized even though increasing number of people began to use computers and internet. In addition, at least for a time being, young, educated, relatively rich, and male voters will be highly over represented in the process of electronic democracy and government. To conclude, electronic democracy and government must be viewed not as a goal but as an instrument is achieving genuine democratic control within the Korean society, and a more efficient and transparent public adminstration. Therefore, one must consider the degree of social responsiveness in pursuing the related programs.
