This paper focuses on government concealment. we attempt to analyze the logic of government concealment and its problem based on a theoretical model and actual cases. we examine previous studies and investigate into the level of government accountability. Government concealment can be classified into four categories according to public objectives and behavioral rules. Government concealment may by considered unethical when it is related to covering up of crimes and frauds within the government. However, government conceals at times for reasons of national security and crisis prevention. Neverthless, government is not liberated from unnecessary criticism and suspicion. Therefore, we pursue in this paper policy alternatives that would resolve the government credibility problem arising from government concealment.
