In the Era of the local autonomy for the past few years, a police organization still has sustained the centralized, authoritative, and coercive behaviors on the public. The behaviors result in the allegations of police abuse of citizens and induce citizen complaints about police officer misconduct. Such attitudes of citizens has been a long-standing controversy in Korea policing. This article explores citizen perceptions and attitudes about police activities. It is based on the survey of 571 citizens in the city of Andong representing a medium sized community. Its findings indicate that citizen perceptions about police activities appears negative. To recover the negative perceptions, it is necessary to identify the problems of complaint groups and to employ the community supporting system for resolving the problems and for improving the community policy system.
