This study objects to comprehend the changes of needs and sociodemoraphic
characteristics as well as education and welfare condition for the people with visual
impairment. On this, we have discussed the measures to improve education and
welfare for the people with visual impairment. Thus we examined and analyzed the
statistical resources of features related to disability, social characters and need for
education and welfare which are presented on the disabled state research, issued by
the Ministry of Health and Welfare and the Korea Institute for Health and Social
Affairs for six times from 1990 to 2011. The characteristics from analysis was
presented as following. Firstly, appearance ration shows more values according to the
age increasement, and most of the causes were presented as a posterior ones which
are able to prevent. Also severe
blindness is getting decreased compared to the past, however ratio of the blind who
has dissatisfaction to government or society for support after disability registration is
increasing. Secondly, more than a half of the people with visual impairment thought
that their health is not in a good condition and proportion shows increasing tendency.
Inconvenient for going out or necessary of other person’s help is continuously decreasing
compared to past, and the satisfaction for life presented considerably high value compared
to the previous data. Thirdly, education for the the people with visual impairment is
continuously increasing, however more than a half is still under the middle school level
of education. The needs for future ‘enhancing higher education support’, securing
income and medical security were significantly high. Based on these research results, the measures for improving education and welfare for the people with visual impairment
has been discussed.
