The purpose of this study is to examine military personnel's welfare needs and the
current status of barracks life counselors management, to discover the meaning in the
experiences of barracks life counselors who currently perform limited roles in military
social welfare, and finally to explore practical solutions for military social welfare
programs and policy alternatives that can provide integrated military social welfare
services. Both quantitative and qualitative studies were conducted for this purpose.
For the present study, from June to July of 2012, a survey was conducted with roughly
300 members of the armed forces and 8 barracks life counselors were interviewed, leading
to the following results. The study finds that counseling and welfare experts, who can
offer professional responses to both personal and professional needs via counseling, case
managing and securing of external resources, should be made available. The study also
analyzes the challenges and practical limitations that barracks life counselors face in
performing social welfare tasks, thereby laying down an empirical foundation for a
military social worker system that can provide efficient welfare services.
Accordingly, improvements are to be sought in the selection and management of
barracks life counselors in the following areas: assignment of military social workers;
establishment of support system customized for each recipient group; localized operation
of military welfare centers; and the realization of independent military social service
programs such as the MMAA(Military Mutual Aid Association).
