This research aims at finding the ways to improve the quality of sports clubs in elementary schools. As the study results, the elementary school teachers' recognition were categorized into the four; thought on sports clubs in school in general, leaders, programs, and facilities and environments. The purposes of the introduction of school sports clubs on the whole were understood and assessed to be effective for education, but the adverse effects of the administration-led policies, the qualification problems for a leader, management of contest-centered programs, and the problems of facilities and environments were pointed out. The ways to improve the sports clubs in schools based on the results above are, first, the establishment of the philosophy for the activities of school sports clubs, and the sharing of understanding why sports clubs are necessary in schools among educational circles and the society in general. Second, qualifying leaders who can practice and accomplish the philosophy should be trained, and especially, teacher group's sports clubs need to be supported so that they can lead the sports culture in school in the long term. Third, customized programs to achieve goals have to be developed and disseminated, and a code of conduct that shares the values of the management of the program must be established and observed for actual effects. Fourth, the budget for the facilities and surroundings for the management of school sports clubs should be supported grounded on the long-term understanding of the dissemination of sports culture as the foundation for life-long physical education.
