본 연구의 목적은 장애인복지 전문가들이 장애인서비스의 통합적 관리에 대해 갖는 다양한 입장 의 실체를 구체화하는 것이다. 이러한 목적을 수행하기 위해 본 연구는 Q방법론을 적용하여 전문가 들이 장애인서비스의 통합적 관리에 대해 갖는 생각, 태도, 가치관의 유사성을 분석함과 동시에 개인 의 주관적 인식차이를 확인하고 유형화하였다. 이를 위해 전문가 10명을 대상으로 심층인터뷰를 진 행하고 녹취록을 분석하여 총 30개의 Q진술문을 추출하였다. 이 후 서비스 전달체계의 이해당사자인 공단, 지자체, 장애인단체, 서비스 기관의 관계자 16명을 대상으로 Q조사를 실시하고 그 결과를 PQMethod 2.11을 이용하여 분석하였다. 분석결과 총 4개의 인식유형‘본질 중시형’(제1유형), ‘권위 중시형’(제2유형), ‘협력 중시형’(제3유형), ‘일원화 중시형’(제4유형)이 확인되었다. 결론부분에서는 4가지 인식유형의 논리적 구조를 근거로 하여, 정책접근의 다양화, 통합시스템의 정비와 내실화, 지자체 역할 강화 등을 논의하였다.
The purpose of this study is to analyze the entity of various positions about integrated management of social service for disabled. For this purpose, this study avoids analyzing it case by case and applies to Q Methodology to take shape general position. First of all, we referred to the literature and hold in-depth interviews with 10 experts to extract Q-statement. Based on this, we extracted 30 Q-statements. After that, we conducted Q-sort targeting 16 officials of Public corporation, Local governments, Disabled groups, Service organizations that are the main actors of the service provision system. And we analyzed them by using PQMethod 2.11. As a result, four types were drawn and each type is named‘substance-oriented’ (Factor 1), ‘authority-oriented’ (Factor 2), ‘partnership-oriented’ (Factor 3) and ‘unification-oriented’ (Factor 4). In conclusion, focusing on characteristic of cognizance types, it is proposed to think various approaches for integrated management of social service for disabled, to strengthen the capacity of local governments, to set the sphere of jurisdiction for a unified service entry window and the introduction of a standardized service management system etc is proposed.
